熊本大学における授業料の改定について
熊本大学は、将来にわたって質の高い教育・研究環境を維持・向上させ、地域および国際社会に貢献し続けるため、令和9年度(2027年度)より授業料の改定を行うことを決定いたしました。
学長メッセージ
授業料改定にあたっての背景と決意
熊本大学は、昨今の急速な社会情勢の変化に対応するため、新たな学環・課程の設置や、教育研究活動の機能強化に対する積極的な投資を行ってまいりました。その結果、研究大学として「地域中核・特色ある研究大学強化促進事業」(J-PEAKS)に採択されるなど、多額の研究費を獲得し、地域への貢献についても全国的に高い評価をいただいております。
また、本学では自らの努力として、土地の有効活用やネーミングライツの導入による自己財源の確保、業務効率化による経費の節減、さらには、私が陣頭指揮を執った「物価高騰緊急支援寄附募集キャンペーン」など、財務改革に全力で取り組んでまいりました。
しかしながら、昨今の物価高騰や賃上げなどの影響は、こうした自助努力による節減効果を上回っております。そのため、本来であれば将来の学生のために確保しておくべき資源まで取り崩し、大学運営に対応している現状で、状況は極めて厳しいものとなっています。
こうした状況に対し、本学では様々な会議等で議論を重ねるとともに、黒髪南・黒髪北・本荘の各キャンパスにおいて対面とオンラインを併用した意見交換会や、留学生を対象とした意見交換会を計10回開催いたしました。これらを通じ、学生や保護者の皆様をはじめとする多くの方々と直接対話する場を設け、大変貴重なご意見をいただきました。
そして、最終的に「大学が前向きに発展を続け、質の高い教育・研究・サービスを継続するためには、授業料の改定は避けて通れない苦渋の選択である」という結論に至りました。
今回の改定により確保した財源は、これまで先送りになっていた老朽化した施設の修繕や、全学的な無線LAN環境の充実、ソフトウェア(Microsoft 365)の無償提供など、学生の皆様が直接恩恵を実感できる教育環境の整備に確実に充当してまいります。
また、経済的に困難な状況にある学生への支援につきましても、学びの機会を保障するための措置を徹底して講じてまいります。

※令和10年度(2028年度)以降は、物価動向を踏まえた定期的な確認を行う「スライド制」の考え方を導入します。
- 経済的支援策の拡充
授業料改定に伴い、経済的理由により修学が困難となる学生に対し、以下の支援を行います。
- 高等教育修学支援新制度に基づく授業料減免対象世帯(2/3免除及び1/3免除)については、値上げ分を免除します。
- 本学独自制度として、高等教育修学支援新制度の対象となる世帯年収基準を、物価上昇を踏まえ「380万円以下」から「425万円以下」へと引き上げ、これにより、新たに該当する世帯については、値上げ分を免除します。大学院生等についても本学独自制度において同様の対応を行います。
- 財源の使途(教育環境整備の計画)
改定により増収となる財源は、以下の項目に優先的に活用します。
- 教育研究経費の回復: 物価高騰で削減を余儀なくされていた備品費や施設修繕費の確保
- IT環境の充実: 学内無線LAN設備の更新・充実、MS365の無償提供
- 教育の質向上: 授業科目増設のための講師配置、学生支援体制の充実
その他、法文南棟や学生会館の改修、トイレや空調の修繕を予定しております。
また、今後実施予定の学生アンケートの結果を踏まえ、学生のニーズに即した支援に取り組んでまいります。

Revision of Tuition Fees at Kumamoto University
Kumamoto University has decided to revise its tuition fees from the 2027 academic year in order to maintain and further enhance a high-quality education and research environment over the long term, and to continue contributing to the local community and international society.
Message from the President
Background to the Tuition Fee Revision and Our Commitment
In response to rapidly changing social and economic conditions in recent years, Kumamoto University has been actively investing in the establishment of new interdisciplinary schools and degree programs, as well as in the strengthening of its education and research functions. As a result, the University has been selected for the Program for Forming Japan’s Peak Research Universities (J-PEAKS), has secured substantial research funding, and has been highly recognized nationwide for its contributions to the region.
At the same time, the University has made every effort to reform its finances through its own initiatives. These include securing independent sources of revenue through the effective use of University-owned land and the introduction of naming rights, reducing expenditures through operational efficiency, and carrying out the Emergency Fundraising Campaign in Response to Rising Prices, which I personally led.
However, the financial impact of rising prices and wage increases has exceeded the savings achieved through these efforts. As a result, the University is currently being forced to draw on resources that should have been preserved for future students in order to sustain its operations. The financial situation has therefore become extremely severe.
In response to this situation, the University held extensive discussions regarding the tuition fee revision through a series of meetings. It also organized a total of ten in-person and online dialogue sessions at the Kurokami South, Kurokami North, and Honjo campuses, including sessions specifically for international students. Through these opportunities, we engaged in direct dialogue with students, parents and guardians, and many other members of the University community, and received a great deal of valuable feedback.
After careful consideration, we ultimately reached the conclusion that revising tuition fees is a difficult but unavoidable decision if the University is to continue developing in a positive direction and maintaining high-quality education, research, and services.
The additional revenue generated by this revision will be dedicated to improving the educational environment in ways that will directly benefit students. This includes repairing aging facilities that have long required attention, improving the campus-wide wireless LAN environment, and providing Microsoft 365 services free of charge to students.
We will also take comprehensive measures to support students facing financial difficulties and ensure that they are able to continue their studies.

- Effective Date and Scope of the Revision
- Effective Date: The revised tuition fees will take effect from the 2027 academic year.
- Scope: The revision will apply to students enrolled in undergraduate schools/faculties, interdisciplinary schools, graduate schools/faculties, the Diploma Course in Special Education, and the Yogo Teacher Training Special Course, as well as research students, credited auditors (excluding students enrolled through the High School-University Articulation Program), special auditing students, and special research students.

* From the 2028 academic year onward, the University will introduce the concept of a sliding adjustment system, under which tuition fees will be reviewed periodically in light of price trends.
- Expansion of Financial Support Measures
In conjunction with the tuition fee revision, the University will provide the following support to students who may face difficulty continuing their studies for financial reasons.
- For households eligible for tuition reductions of two-thirds or one-third under the National Higher Education Study Support System, the amount of the tuition increase will be waived.
- Under Kumamoto University’s own support system, the household income threshold for eligibility under the National Higher Education Study Support System will be raised from 3.8 million yen to 4.25 million yen, in consideration of rising prices. For households newly covered by this expansion, the amount of the tuition increase will be waived. The same support will also be provided to graduate students and other eligible students under the University’s own support system.
- Use of the Additional Revenue (Plan for Improving the Educational Environment)
The additional revenue generated by the tuition fee revision will be used as a priority for the following purposes.
- Restoration of education and research expenses: Securing funds for equipment purchases and facility repairs that had been reduced due to rising prices.
- Enhancement of the IT environment: Upgrading and improving the campus wireless LAN infrastructure, and providing Microsoft 365 services free of charge to students.
- Improvement of the quality of education: Assigning additional instructors to expand course offerings, and enhancing student support systems.
In addition, the University plans to renovate the Faculty of Letters and Law South Building and the Student Hall, and to repair restrooms and air-conditioning systems.
The University will also use the results of future student surveys to further improve support based on students' needs.
